Under the Framework Agreement, the implementation of public procurement, i.e. electronic procurement under the Framework Agreement is done using the IDPR, with the path to: https://idpr.dkuzrt.hu/. A contract based on the reopening of a competition outside the IDPR does not constitute a procurement under the Framework Agreement.
For the implementation of a given public procurement contract - pursuant to Section 105 (2) c) of Paragraph (2) of the Public Procurement Act - under the conditions set out in the Framework Agreement only competition with reopening can take place.
